Bill de Blasio – New York City mayor and Rick Chandler – buildings commissioner have revealed a report by the city’s Technical Working Group with 23 crane safety recommendations.

The Technical Working Group is meant to provide independent reviews and guidance on national and international best practices and latest technological advances that can be implemented to ensure robust crane regulations in New York City.

The group has crafted its recommendations on safety after consulting stakeholders across the construction industry and workforce.
Mayor de Blasio said, “The Working Group heard from all stakeholders and recommended a thoughtful set of commonsense crane-safety measures. I expect that Department of Buildings (DOB) will take a close look at this report, take action on provisions the agency can implement on its own, and work with the Council on items that require legislation.”

Here are the key recommendations mentioned in the report:
• Imply the latest technology, and ward off older cranes.
• DOB –Department of Buildings – should ensure a flexible staffing arrangement in order to deal with high crane application volumes.
• Ensure site-specific wind requirement at 30 mph (48 km/h).
• Increase industry accountability for crane operation.
• Improve training and licensing requirements emphasizing on crane-specific training for operating engineers.

The Department of Buildings has already barred crawler crane configuration with a non-operating wind threshold of 20 mph (32.4 km/h). And, DOB has increased the base penalty from US$4,800 to $10,000 for failure to safeguard cranes in order to ensure best crane practices in the city.
